6. (a) Summary of what the rule says and the effect of the rule on those regulated:
This rule establishes the process for the investigation of complaints made against breeders of dogs and cats. Agr 3500 had expired 1/30/10.
This rule includes adoption again of Agr 3501.01-3501.02 & Agr 3501.04 without change and the adoption with a change of Agr 3501.03. The change requires the submitter of a complaint to sign the complaint.
The effect on those regulated would be individuals and businesses breeding dogs and cats in New Hampshire who would be investigated due to a written complaint.

This rule will affect any dog or cat breeder in New Hampshire.
