    NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC DEVELOPMENT

    BRIEF DESCRIPTION
    The Department of Commerce, Community, and Economic Development proposes to change occupational license fees charged to private professional guardians, private professional conservators, nursing home administrators, and professions regulated by the Board of Certified Direct-Entry Midwives, Board of Marital and Family Therapy, Board of Examiners in Optometry, and the Board of Veterinary Examiners.

    The Department of Commerce, Community, and Economic Development proposes to adopt regulation changes in Title 12, Chapter 02 of the Alaska Administrative Code, dealing with occupational licensing fees related to the Board of Certified Direct-Entry Midwives, private professional guardians and conservators, Board of Marital and Family Therapy, nursing home administrators, Board of Examiners in Optometry, and the Board of Veterinary Examiners, including the following:

    1. 12 AAC 02.145, Board of Certified Direct-Entry Midwives, is proposed to be changed to alter the certification and renewal fees for direct-entry midwives.

    2. 12 AAC 02.225, Private professional guardian license and private professional conservator license, is proposed to be changed to alter the license and renewal fees for private professional guardians and private professional conservators.

    3. 12 AAC 02.242, Board of Marital and Family Therapy, is proposed to be changed to alter the license and renewal fees for marital and family therapists.

    4. 12 AAC 02.290, Nursing home administrators, is proposed to be changed to alter the license and renewal fees for nursing home administrators.

    5. 12 AAC 02.300, Board of Examiners in Optometry, is proposed to be changed to alter the license and renewal fees for optometrists.

    6. 12 AAC 02.350, Board of Veterinary Examiners, is proposed to be changed to alter the license, registration, and renewal fees for veterinarians and veterinary technicians.

    Under AS 08.01.065, the Department of Commerce, Community, and Economic Development must establish fee levels so that the total amount of fees collected for an occupation approximately equals the actual regulatory costs for the occupation. The Department of Commerce, Community, and Economic Development has reviewed the income and expenses for each of the occupational licensing programs listed above and proposed fee changes that reflect, to the extent possible, the actual costs of the activities related to each of these programs.

    Fiscal Information: The proposed regulation changes are not expected to require an increased appropriation.

    For each occupation regulated under the Division of Corporations, Business and Professional Licensing, the Division keeps a list of individuals or organizations who are interested in the regulations of that occupation. The Division automatically sends a Notice of Proposed Regulations to the parties on the appropriate list each time there is a proposed change in an occupation's regulations in Title 12 of the Alaska Administrative Code.
