6. (a) Summary of what the rule says and the effect of the rule on those regulated:

These rules implement the forms and procedures of the Department of Agriculture, Markets & Food, the animal population control program pursuant to RSA 437-A, the purpose of which is to encourage permanent sexual sterilization of dogs and cats to reduce the population of unwanted companion animals and protect public health and safety.

The rule clarifies the forms and procedures necessary to implement the APCP. The APCP supports public health for all citizens by encouraging permanent sexual sterilization of dogs and cats to reduce the population of unwanted companion animals and protect public health and safety.
