Description: 310:281-11-13 In a review of the regulations it was noted that this section differed from the Federal Guidelines for Diagnostic X-Ray machines. There is a difference in the maximum allowable exposure rates for fluoroscopic x-ray machines in automatic exposure control (AEC) mode of operation and there is no maximum for machines equipped with high boost modes operation. The changes would increase the maximum exposure from 5 Rems (radiation equivalent man) to 10 Rems for machines in the AEC mode and establish a maximum exposure limit of 20 Rems for fluoroscopic units when operated in a high boost mode. There will be no change in the maximum exposure rate for fluoroscopic x-ray machines when operated in the manual mode. These changes will help the department be in line with the federal guidelines during inspections.

Description: The proposed rules provide cleanup and amendments to both the Brucellosis program and the Tuberculosis program. Emergency rules were approved to prepare for the impending loss of federal funding for Brucellosis at sale barns and to prepare for the potential loss of Tuberculosis free status for several states. In addition to making these changes permanent, neither programs rules have been fully cleaned up in a number of years. This cleanup will result in consistency between requirements in the programs and consistency in terminology.

Description: Pursuant to the authority of the State Veterinarian and the recommendation of the Secretary of Agriculture, this emergency rule will require that each person who shows at a swine exhibition must have a Federal Premise Identification Number. Although the Novel Influenza A-H1N1 virus currently circulating in the human population is not known to be present in the U.S. or Oklahoma swine herd, this rule is necessary to protect the swine industry and humans, especially youth, who could have potential exposure to the H1N1 strain. As the fall show season for swine approaches, it is necessary to have the rule in place to ensure traceback in the event humans or swine are diagnosed with any Influenza A-H1N1 strains. The rule specifically covers swine exhibitions and does not affect livestock markets.

Description: These emergency rules prepare Oklahoma for the impending loss of Brucellosis testing in January 2009 at auction markets and as a result, the loss of pass tag identification. These rules are necessary to ensure some form of identification is available to Oklahoma for animal disease protection and traceback of disease. These rules redefine the term "official eartag" to exclude backtags except in certain circumstances, removes language related to Brucellosis testing, requires some form of official eartag to be affixed to certain animals prior to leaving the auction market, require certain records to be kept, and provide clean up of obsolete language.
